I think it is inside the fuel tank. I dropped my fuel tank, removed the sending unit and looked inside the tank. There is a plastic bowl in the tank that the sending unit sets in. This might be the what they are talking about.
The external tank is dropped once the fuel is used up in the tank.

This is firstly not possible, but if in any case this happens nothing special will happen. Just that if the bottle blocks the fuel pass to the engine youor can engine can stop wrking and if you still try it to work the engine will stop working. You need to take your car to a mechanic or you have to replace the total fuel systeem of the car. Also remember you wont get an original part again with inyour budget.

In my 96 when I ran out of gas I had burned out the fuel pump unit that is mounted inside the gas tank. It is about a 200 dollar unit and the tank needed to be dropped to replace it.
