In Pennsylvania, drivers under the age of 18 are issued a junior license. If more than six points are taken off of the junior license, the license can be suspended.
In most places in PA it's 12:00 a.m. HOWEVER, it's up to the borough/township/city to make that call. For example, at 11pm in my city, I'm not violating curfew. However, when I walked to the neighboring borough, to the grocery store, to get COOKIES, I was harrassed by the police because their curfew was only 11pm..
If you have a permit, you must be driving at all times with a parent or guardian with a certified drivers license at all times passengers don't matter. If you have a junior license only one passenger is permitted, but if you have a senior license then you may drive as many passengers as you wish.
