It fails the next emissions test you take it to, and you are told you can no longer drive it on the highway?
Why remove it? It's there to stop the air you (and everyone else) breath getting polluted, and making you, and everyone else sick.
It gives you better airflow out your exhaust so more power. And if your cars a 94 i doubt you will have a emission test for inspection. besides the worlds polluted enough and one more cars not gonna change anything.

It may or may not have damaged the converter. Remove the water and then you will see. More than likely it will be fine.
