It could be that you need coolant or it's low.
I noticed while driving my Impala the temps stays at the normal operating temp but while sitting still the car runs near hot. I don't believe my fans are turning on when they should and if this is the case how do I address it?

If it runs to hot or very hot for a long time the engine head gasket will fail. You can check this by looking for excessive water or steam out of the exhaust or if there is antifreeze/water in your oil (checked by looking on the dipstick).
I just had this problem on my 2005 Impala. My fix was a new thermostat. I also had the symptom of the engine temp swinging from hot to cold.
