It might be green build up on the shell. Just to get rid of it whipe it softly with a paper towel. The fuzzy stuff on the head is probably skin. Because when my turtle eats it tries to rip up the food with his hands and ends up pulling skin from its head. And it sticks out. So. That is probably what is happening.
