This has translated into the Labour Relations Act which established the working framework for both unions and employers. Three institutions have also been created to further the goals of reducing industrial relations conflict, and both eliminating unfair discrimination and redressing past discrimination in the workplace: the National Economic Development and Labour Council (NEDLAC), the Labour Court, and the Council for Conciliation, Mediation and Arbitration (CCMA). Why was there a conflict between Leon Trotsky and Lenin over the conflict between the trade unions and the new Soviet Union?
After Trotsky asserted that there could be no conflict between the trade unions and the government, Lenin sought a "compromise" of sorts between the government and the Mensheviks. He asserted that both positions were in error because a workers state had not yet been created. What this meant of course was the revolution was not complete and trade unions were not yet in compliance with the new social order. Under such circumstances, War Communism was necessary to move toward the workers state.
