You will need a certified home inspector to identify the asbestos as a problem. If it is not a problem, it is actually safer to leave it in place and seal it in with rubber or plastic. If it does need to be removed, you will again need a certified person to do it. The main thing they will have to do is to seal the area they are working in.
Not Yet, But you can use a heatproof top coat to seal and protect a normal plastic coat below it, try Krylon Fusion for the plastic, and VHT Heatproof

No. Seal-All is a 'super glue type' that is resistant to gasoline. Available in Home Depot.
Asbestos used to be a common building material used within numerous aspects from buildings to shipyards. Asbestos was extremely cheap and extremely resistant to fires. But with the new building movement the use of that material is no longer. Asbestos was found to cause deadly lung cancers and medical conditions. Many buildings and homes today have asbestos in them. But if this material is stirred up it releases microfibers into the air which can be inhaled and then later cause many medical conditions. That is why it is best to use the right materials when working with or around asbestos and Seal Rite is just the product to use. Below is a step by step guide on how to asbestos proof your roof. Step 1. Safety first. Put on gloves, respirator, and safety goggles. Step 2. Gain access to the asbestos roof using a ladder. An extension ladder is best for this job. Make sure to follow all rules and guidelines with the use of the ladder. Step 3. First apply the primer with a four inch paint brush. Dead-End or Primero is recommended for primer. Start at the far edge of the roof and work backwards towards the ladder. Once that is all applied allow it to dry for at least two hours. Step 4. Take the seal rite you purchased and again starting at the far edge of the roof apply it like you did the primer. Work yourself back towards the ladder like in step 3. Once you have all the sealer applied then you are able to move on to your next step with the roof. Seal rite is made by Cosmo-Dec and can be purchased at most building supply stores. Seal Rite ensures that the asbestos is properly sealed and no harmful microfibers can be released into the air. If you are unsure on how to handle asbestos within your property consult an outside source.

Crown had to contend with the possibility of bankruptcy due to asbestos-related court claims.
Not very. I wouldn't use it to seal something that I knew would get wet.
String could be used to seal a small crack and keep heat out or cold in.
It is a waterproofing seal but heat readily passes through it.
if there is heat coming up through the e-brake the seal is bad you could replace it or just get some heat wrap and insulate and keep the heat out. if there is heat coming up through the e-brake the seal is bad you could replace it or just get some heat wrap and insulate and keep the heat out.
I am assuming that you are talking about some kind of water leak. You shouldn't use tar near anything that gets hot. You need to get a heat resistant mastic. This is what installers use to seal flues. You should find it at a plumbing/heating supply house.
