Anyone can stop bullying, even a kid.
This is very much bullying. If Kid A is telling lies just so Kid B can get into trouble, no matter how insignificant, is considered bullying. Kid A is dishonest and most likely severely hurting Kid B even if Kid B doesn't know who he is.

In my opinion it is indifferent parents that don't care if their kid is bullying others (and in many cases blame the victims of the bullying for bringing it on themselves).

Bullying Help lines are telephone lines manned by members of anti-bullying organisations to help people, kids and parents of kids who are being bullied.
There are many ways that someone can protect their kid sister. One of the most common ways is to stop people from bullying her. Another way is to help her talk through any issues she has.
There's no guaranteed way to ensure that your child won't become a victim to bullying at some time or another. But you CAN teach them practical ways of dealing with it, teach them to stand up for themselves.
