The fact that he couldn't be identified and the science of the time in criminal investigations was very basic. The use of fingerprinting was just getting started and there was no DNA samples or knowledge about it. The police may have also missed evidence that wouldn't be missed today and there was little knowledge about the psychology of a person who murders people like Jack did. Criminal science was just starting to develop so all of this helped a man like Jack escape.
