All hoard packs have worth, but not all of them are worth flushing your money down the toilet for. Go for maybe 1 pack, at least and 20 packs, at most. All packages have a 1/25 chance of gaining any item, because it's very rare. You can get a pet or a mount in one pack, or you can get them in separate packages.

Yes they can. I have a Vigilant Dragon from the Dragon's Hoard Pack and it gives me the card Fortify at baby. You can also hatch to get other cards as well.
