Quarter horses are known for being very level headed. I find Tennessee Walking horses to be very nice horses too. And Draft breeds are the gentle giants, with very calm, gentle temperaments, but drafts are often very big.

And don't limit your search to only a few breeds. While for the most part, hotblooded breeds (like arabian, thoroughbreds, etc.) aren't good for beginners, there are some exceptions with very calm thoroughbreds and arabians. And with generally calm breeds, there will be some very high spirited individuals. So, don't go by breed, but rather by the individual horse.
