All horses can cross breed with each other.
Arabians are known as the "desert" breed.
Horses were brought over by the Europeans to the Americas. The Europeans brought over their horses, which some had been trained to race (mostly Arabians). They created the breed that we call today, the Thoroughbred, by mixing Arabians with other pure breeds.
Arabians are no better nor any worse than any other breed of horse. Each breed has it's own merits and problems.
Thoroughbreds, Standardbreds, Arabians, Paints and Quarter Horses are all used for flat racing on a track designed for the sport. Steeplechasing, hurdling excetera are primarily done by Thoroughbreds. There are also endurance races where Arabians and Mustangs excel, although horses of any breed can participate.

Shagya Arabians are a more uncommon breed, but their numbers continue to grow slowly as more people discover them.
It all depends on the horse. I wouldn't look for a specific breed, more the horse that you want. :D Quarter Horses and QH crosses are generally used.
Arabians are considered 'hot-blooded' horses. They are very sensitive and do not do well with a heavy hand. As long as the trainer understands the breed the Arab is intellegent and relatively easy to train.
It would probably be a registered [insert breed here]. Thoroughbreds are the most common breed of racehorse, but Arabians, Quarter Horses, Paints, and Appaloosas all race as well.
