It is a reflex action which is an autonomic (automatic) nervous system reaction to stimuli. It is the respiratory system and the nervous system working together. The pepper is an irritant to the nasal mucosa and it signals to the brain to sneeze and get it out of there. Another example of a reflex action is when you touch something extremely hot....you quickly pull your hand away.
The reflex arc is the nerve pathway that the signal follows. For example, the knee jerk reflex arc has a stimulus going to an interneuron in the spine and a motor neuron completes the arc by causing the knee to jerk. A reflex is just the action itself.
The spinal cord controls reflexes. When a sensory stimulus is detected, the signal is sent to the spinal cord, which then produces a reflex action without needing input from the brain. This allows for quick responses to potential threats or dangers.
