The republic was formed with the overthrow of the monarchy because the last king was a tyrant. Its aim was to prevent the return of tyranny. The king was replaced with two annually elected consuls. The purpose of having two leaders was that they could counterbalance each other and the short term of office prevented anyone from concentrating power in their hands. Apart from this, the other institutions of the monarchy were retained. No particular ideas or theories were formulated aprt from freedom. The most important idea of the Romans was the observance of ancestral customs (mos maiorum)
