Dialling 69 on its own will normally be ignored by a phone as it is too short to be a normal phone number. However, *69 is often used for call return - the service that tells you the number of the last person to call you.
To get the number, try pressing star-69. Unless the number is restricted, your return call service should give you the number of the last phone to call yours. In UK the number is 1471.

The point of a 69 call is to block the number that is making the call. There is no way to find out this number.
In the United States, *89 is the code to cancel call return. If you dial *69, the phone system will attempt to call back the last person who called you, and will continue to try until either the call goes through or you dial *89 to cancel. If you have a rotary or pulse-dial phone, you can dial 11xx instead of *xx for any of the "star codes" (vertical service codes).

*69 gained popularity some time ago before a number of the newer calling features offered by telco's today existed. With *69, if you missed a call for whatever reason, you could hit "*69" on your end and receive a recording informing you of the last number that called your line. With so many calling features bundled with today's phone service, caller ID, browsed through can offer the same information without anything having to be dialled. The *69 service is still available however to the best of my knowledge. *87 before dialling an outbound call will block the originating number on the caller ID of the party being called.
