Then start beating the rotor with a hammer. Eventually it will free up and you can force it off. Sometimes the emergency brake shoes will come off with the rotor if they are rusted through. If this happens it just multipied your job by 10 because if the E pads come off their brackets you have to replace the entire emergency brake shoe and that's a nightmare. Have fun.
