Yes, it will die. It may take 15 or 20 years but, it will die.
If the animal does not want to walk, as opposed to its being incapable of walking, it will probably eventually decide that walking is not such a bad idea or you will get tired of dragging it and give it to an animal shelter where it will be euthanized if nobody wants a dog that won't walk.
