You should never be charged for an incoming call - no matter what service you use. The only time you should be billed for an incoming call - is if the other person reversed the charge via the operator (collect call)
I think if he does not call or text you back then mabye he is real busy or is just nervous... "love works in mysterious ways"... next time you see him ask him why.... you never know he may tell you why.. and if you both feel that way then you should try asking him out...
