its a very hard situation to determine. you do not want to waste your time waiting around for someone who isn't on the same level as you are as you will only get hurt in the long run. if he felt the same way hed have no problem in making your relatsionship official. he may be trying to get the bet of both worlds having you be having whoever else he wants to as he wont commit. surgest you talk to him give him an ultimatium that you will not be waiting around for him while he wont commit to you. if he still doesnt then get out of the relatsionship before ypu get hurt more it may only end in tears.
