Placing non-US Postal Service Mail into a mail box is a VERY minor violation of USPS postal regulations. I seriously doubt that you could get ANYONE interested in prosecuting that offense. Besides, how do you know it was your neighbor? AND - If you know who did it why aren't you taking the letter with the threats to your local law enforecment agency?
If someone physically threatens you, whether it is in a letter, over the phone, or by any other method of communication, you should call the police.
You may also want to consider applying for a protective order. You'd have to research your state's law to determine how and where you would do this.
You should not contact the neighbor directly. If this person is unbalanced enough to write you a threatening letter, he/she is probably unpredictable and unsafe.
