If the United-States Presidential Election ends in a tie then Congress has to elect a President themselves, if the Democrats would be the Majority in Congress then they would vote for the Candidate running for President for their Party and he would be elected President of the United-States, and if the Republicans had the Majority in Congress then they would elect the Candidate running for President for their Party or so I've been told.

A plurality is the largest number of votes in an election in which there are more than two candidates or more than two choices being voted upon. If there are only two, then which ever gets the most votes has a majority, which is anything great than 50%. But if, let us say, you have 3 candidates, getting 30%, 32%, and 38% of the total vote, then the one getting 38% does not have a majority but does have a plurality.
