Normally a flashing check engine light means you have a misfire. Do not ignore this as an engine misfire will damage the O2 sensor and the catalytic converter which are very expensive to replace. Have this repaired immediately.
what does it mean if my brake light is blinking on and off when its pushed down in my 1999 Chevy silverado
Blinking means that the control computer has detected a relatively serious problem. You should connect to an OBD2 diagnostic scanner and find out what's wrong, and do it soon before something is damaged. Many auto parts retailers will allow you to use a scanner and often someone will help you connect it and read the results.
You need an OBD II scanner.....about $40 - $150 depending on where and which features you want.
You must have an engine scanner to do that.

That engine has 2 of them and believe it or NOT. they are UNDERNEATH the intake manifold. You will have to remove the intake to even SEE them are to service them.
The vacuum lines on a 2000 Chevy Silverado run between the intake manifold and multiple valves across the top of the engine. The vacuum pressure is generated by the engine's compression.
On my 03 Chevy Silverado I just added brake fluid and the message turned off.
