Assuming you're talking about a contribution from an anonymous website rather than a registered user. Use the 'report abuse' underneath the orange 'improve answer' button. That alerts the system there is a problem - and, ultimately, we can block contributions from the website. Sadly - that means anyone using the website (for example if it's a school) will be unable to contribute until the block is removed.

Then recommend them from a question. make sure they where the last person to edit or you will recommend someone else.
