You need to go to Gary's gadget room in the HQ, then go round and click the light brown hat, and when you roll over it then red propellors come out, click the hat pick it up, then go to the coffee shop, help the penguin pick up the cookies, when he offers you a cookie, say yes, then go outside to the nightclub then give the hat to the puffle, then give it a cookie, and it should fly up and get it.
This might not be what you want, but its a little bit of advice :).
