A dog uses its whiskers as a very sensitive sensory device. It lets the animal know when something is too close to its face, what direction the wind is blowing, etc... If you clip these whiskers you will limit the dog's ability to respond to its surroundings.

It is not a big deal -- dogs do not need their whiskers to function; their purpose is to tell a dog when its face is close to something, and if you accidentally cut off one, it will grow back and in the meantime, the dog has plenty more.

We are really not sure. If it really hurt them, you would think that they would react, but most do not, leaving us to believe that cutting them gives them no pain.
