No, the Water Temple is after the Fire Temple, then the Shadow Temple. When you beat the Fire temple, go to Zora's domain, to the frozen lake with Lord Jabu Jabu (the giant fish where you get the third spiritual stone) Then jump the ice platforms, to the left should be a cave called the ice cave. Get through there and achieve the Iron Boots, which is required to beat the Water Temple. Also while you are in there, get some blue fire in a bottle form the ice cave and use it to melt King Zora, and he will give you the Zora tunic. Which is also required to beat the Water Temple.
