If you've walked up to an ATM, and someone has left money it - legally, you should hand the money into the bank. The bank will be able to discover the identity of the previous user, through their computer records - and can either repay the money into their account, or write to them inviting them to call in the branch and collect the cash.
If you simply keep the cash - you're guilty of theft !
