You either need your hardrive which comes inside the Xbox360, or a memory card that can be placed in a small slot on the back of your controller. Either one would let you save and resume a Halo3 campaign.
Xbox360 Arcade only comes with out of the box with internal memory. There is no hard drive. If you want to transfer profile data and achievements you need to have a xboxlive account on the original xbox and recover the profile on the new elite.
