if you lose your driving licence, first thing to do is go to the nearest police station and lodge a compliant, they will give you a number which is MAR(missing article number), take the seal of the police station and reach your town first.
dont panic, go to the rto office, before entering the office go to the notrary and he will give the same version of the complaint in an stamped paper, take a Xerox for your use, buy a postal cover(abt 25/- and form 1 and 7 also ) these are available in the same building of the rto, reach the office, go to the cashier desk and pay 225/- and they will give the receipt for the same, collect the receipt. staple the receipt, postal cover, filled form 1 and 7, put a photograph of yours on form 1and take it to the superintendent and get it signed, then go to the rto officer room get his sign and then go to the place where they take your photograph. before the photograph is taken, he will take your thumb impression and also the digital signature. then submit all this in the inward counter. there they will give you the acknowledgment and will inform you that you will receive the Dl in 15 days. all this would take around 2 hrs time.

Another View: Unknown which country is being referred to in the above answer, but in the US, simply go to any DMV office or agency, along with a valid picture ID, and request a duplicate license. You will have to fillout a form, and pay a small fee, but you should be able to walk out with one.
