The 1997 Ford Taurus has for motor mounts and to transmission mounts. Worn motor mounts and transmission mounts will allow the engine and transmission to have movement.

The linkage bushings are worn/missing/broken or the wiper arms are not timed properly to the wiper transmissions.
perhaps it's time for a new motor or the gear is worn, or fuse is bad. I would raise them manually and disconnect motors until you get it fixed.
Struts and/or shocks are shot.
