There are several ways to troubleshoot this problem. I'll start with the easiest and work my way to the more expensive and difficult.
1. Make sure that the wall outlet you're plugged into is working. Test it with another device.
2. Your laptop battery might be installed incorrectly or may have become loose. Make sure that it is properly installed and locked into place.
3. Your laptop battery could be defective or old and may no longer hold a charge. You could order a cheap generic brand replacement battery from Amazon for 15-30$.
4. Your power-pack/cable that connects the laptop to the wall might be old and defective. You can typically find a cheap generic replacement on Amazon for between 10-30$.
5. A cable on the inside of your laptop might have come loose or unattached from the motherboard. Some laptops are easy to open and repair, but some models are welded and riveted shut and will require professional service.
6. The connector pin on the back of your laptop where your wall adapter plugs into is broken or loose. This can happen when the laptop is knocked around or the plug is pulled too hard. The connector pin can actually pull itself loose from the motherboard. This can only be repaired by a professional and may cost anywhere from 150-400$ to repair. This is usually not worth the cost to fix unless the laptop is very new and very expensive.

First the obvious, make sure that the charger is plugged into a live outlet. Don't mean to berate but I once made a 300 mile service call to a far away remote place and found that the unit was unplugged.
Secondly, the charger unit itself may be faulty. Charging units do wear out eventually and don't last forever.
Thirdly, make sure that the batteries can be recharged. Rechargeable batteries also have a shelf life and after so many years of charge and discharge, they will finally stop accepting any charge.
If you have a digital voltmeter, check the output of the charger which will tell you straight away if that is the problem. If you don't have a digital voltmeter, you can still check it but will have to pay attention to polarity issues (positive vs negative terminals).
Then there could be a problem with whatever you are trying to charge, rather than your charger. You might want to take it to someone who can investigate and find out what is wrong.

Well, I am in China and plugged my DS lite that I bought in America. I also bought a DS charger here in China (and I also have my own charger that came with the DS lite). I don't know if the chargers are broken or not (because I'm having problems charging my DS) but.... Answer: My DS lite is still turning on but I have yet to see if the chargers are broken since I can not charge my DS. So, no, not both are ruined.

This can be due to the charger being faulty or not being official, 3rd party chargers often don't provide the recommended power and so take longer to charge the phone. It can also be due to you using the phone while it's on charge, as this can still drain the battery.
Try another charger that you know is working. If the battery charges - your original charger is faulty. If it still doesn't charge - the battery is faulty.

1.Since it happened to me its because someone bending the charger you use then it effects how it charges 2.
