Chilli shouldn't be a problem but onions are and they can be fatal to a dog.
Ingestion of onions in dogs can cause a condition called Heinz Body Anaemia to occur. The dog will usually start to develop symptoms several days after ingestion and the condition is potentially life threatening. (This goes for cats too, in fact they are more susceptible).
The toxicity is dependent on the size of the animal though, so the bigger the dog, the larger the dose he would need to be harmful though I wouldn't take any chances if he's had a bellyful. Take him to the Vet.
As an aside, things like Tylenol can also cause this condition in dogs and cats.
