Electricians can be very expensive. The electrician will most likely have to run a completely new set of larger wires depending on the amp's of your new dryer. If its a fairly short run from your main elect panel to your laundry room and there is enough space in the panel that it might be the best option. 220volt will save money in the long run due to the fact that it will heat up much faster and much more efficiently. But the upfront cost will be high.

To be honest with how good and clean the new dryers are I would recommend just spending the extra money on a better dryer. Heck you might even be able to take the family on a vacation with the money you'll save by leaving an electrician out of the equation.

Can you use a 220v outlet to plug a 110v electronic device into?

You cannot directly plug a 110v device into a 220v outlet. This can cause damage to the device or even create a safety hazard. You would need a voltage converter or transformer to safely convert the 220v outlet to the appropriate voltage for the 110v device.

Compared to the Zebra S4M, is the Zebra LP2824 of a better quality and price value?

An AC powered unregulated power supply usually uses a transformer to convert the voltage from the wall outlet (mains) to a different, nowadays usually lower, voltage. If it is used to produce DC, a rectifier is used to convert alternating voltage to a pulsating direct voltage, followed by a filter, comprising one or more capacitors, resistors, and sometimes inductors, to filter out (smooth) most of the pulsation.
