This could possibly mean that the electrical connection for the blower is shorted or grounded or the on/off switch has lost contact. Have this checked with a car electrician.

Your heater core is leaking in it's housing box and blowing moist air through the heater/defroster. Try bardall radiator stop leak. If no help, install new heater core. Chuck.

If you have a water heater in the unit there may be a shut off before that, usually at the floor or follow the cold side to a shut off. There may be an access panel behind the shower, possible in a hall closet but not always and there might be shut off valves there, but not likely. If your water heater is in the basement, there should be a shut off for each unit there.

If you want to shut it down completely, turn off the cold water stop going into the hot water tank. If it is an electrical tank shut the breaker off to the HWT. If it is a gas HWT, shut off the gas valve as well.
