Very early in the morning, before sunrise or shortly thereafter.
Watering once a day, even for short periods of time is not the best for your lawn. It is best to water deep and infrequently. Most lawns require 1 inch of water per week (even during the summer) so the best practice for watering the lawn would be to water twice a week, giving the lawn 1/2 an inch of water at one time.
It is best to water in the early morning hours or late at night. This way the water has the cooler temperature to soak in.
You do not have to manually water your lawn all of the time. Some people cannot do this if they are on vacation and can't water their lawn, or if they work a lot and simply do not have enough spare time. Also, it times exactly the time and the amount of water your lawn needs.
== == The experts say the best time to water your lawn is in the morning before the sun hits the lawn. It gives the ground time to soak in the water and then when the sun comes up it dries the grass tips a bit so fungus and other diseases do not have time to destroy the grass. If you water it at night, when most people do, the grass may develop fungus or other diseases because it stays wet through out the evening.
You can reduce the water usage by turning off the water when you brush your teeth, shortening showers, reducing time you spend hosing your lawn or reduce the time of your sprinklers (if you have a lawn, garden, etc.)
It is not recommended to aerate your lawn in the summer. You will get the most benefits when you aerate your lawn in the spring.

what is the best grass seed to use on your lawn to regrow grass after a cold freeze killed 45% of the lawn. Depending on what part of the country you live in, this may be the time to go with xeroscape, that does not need watering.
There are several types of fungus that can grow in the lawn including mushroom, dollar spots and fairy rings. They have a way of taking over the entire lawn in a hurry. The first step to prevent them from forming is to keep your lawn dry. It is best to water the lawn early in the day to give it time for the sun to dry it. To kill existing fungus you can try a mixture of baking powder and water and then spray that over the fungus. Using plain corn meal can also do the trick. If the fungus is the slime mold variety then raking or mowing will help. If you have fairy rings then spike them.
