Have you disabled any Services? Security Center is dependent on Remote Procedure Call (RPC) and Windows Management Instrumentation. If either of these are disabled Security Center cannot be started.

If you have received multiple alerts and would like to turn notifications off, you can disable the antivirus, firewall, or automatic update alerts.
