What if your win xp sp2 security center wont run it says that the the service is not running but you can't start it what schould you do?

Have you disabled any Services? Security Center is dependent on Remote Procedure Call (RPC) and Windows Management Instrumentation. If either of these are disabled Security Center cannot be started.
