In foreign affairs, his policies were excellent, and except for the revolt of Boudicca, which was quickly extinguished, and the trouble in Judea, his reign was peaceful. His relationship with Rome's old enemy Parthia was so good that twenty years after his death, an impostor claiming to be Nero, raised an army against Rome and the Parthians, according to Seutonius, were reluctant to turn him over to the Romans.

Yes, Nero helped the empire by maintaining the peace. He had two great generals, Vespasian and Cordobo. He put down the revolt of Boudicca in Britain and made a lasting peace with the Parthians. He also initiated building projects and although some of them were not complete at his death, the concepts were sound and beneficial.
