In June of 1807, the HMS Leopard attacked the USS Chesapeake off the the US coast of Virginia. The reason for the attack on the US warship was because the ship's captain refused to allow boarding of it from the British warship. For years, the British had resorted to impressment to man their fleet. As an example, the British would board, with a warship an American cargo ship. Anyone they believed had British roots was taken off the ship and forced into the British navy.
The new attack on the USS Chesapeake was the final insult and President Thomas Jefferson could have called the US Congress to declare war with England.
Jefferson avoided a war by not asking for one and resorted to an embargo on British products.
