President Andrew Jackson was a colorful unpredictable president. In one situation regarding France he did not act alone. The situation was the problem of France in failing to pay its long standing claims by the US for damage to shipping during the Napoleonic wars. Instead of taking unilateral action against France, Jackson asked Congress for a law that authorized reprisals upon French property in case France continued to honor US claims. This was passed.
The President does have the power to veto Congressional legislation that comes to him for approval. However, Congress has the ability to override his veto with two thirds of the Congress.
