pH of a solution tells us about the nature of a solution( i.e acidic or basic ) if pH of a solution is less than 7 tahn it's acidic if it's 7 then it's neutral and more than seven will make it base.
Q. needs more information on: WHAT is in solution, and at WHAT concentration
An accurate measurement is made with a pH-meter; pH-papers make only approximative determination.
The easiest way is to use a pH meter. Dip it into the solution and read off the answer. If you don't have a pH meter than it gets harder. Colored indicators on paper strips can give you a rough idea of the pH by the color they turn when dipped in the solution. The same sort of dyes can be obtained in liquid form as well. If you want to get an accurate pH and you don't have a pH meter you can use a process called titration, where you compare your solution with a solution with a known pH. Its slow, its complicated. Buy a meter.
An acidic solution has a pH under 7 and a basic solution has a pH over 7.
The pH indicates how acidic or basic a solution is.

A neutral solution is a solution that has a pH level of seven. Pure water is an example of a neutral solution.
Neutral solution: pH =7Acidic solution: pH7.

Using a pH indicator such as litmus which displays a colour change based on the pH of the solution, or using a sold state digital probe which would give a numerical result on the display.
The molar concentration of the hydrogen ions
A solution with a pH of 7 compared to a solution with a pH of 9 would be more acidic.
A pH 2 solution is 100,000 times more acidic than a pH 7 solution. pH 2 is acidic whereas pH 7 is neutral
The pH will be 7.that is, it is neutral
