The aluminum comb, being a conductor and being held in yourhand, can not hold a static charge, and this is exactly what you need in dry air. Ifyou combed your hair with something that could gather and hold a charge, then themore you comb, the more each hair becomes charged, and wants to stand straightup and stay away from every other hair. This is exactly what you're trying to avoidby combing it.
It is difficult to say without knowing which metal (aluminum, gold, iron, lead, etc) but if we were to compare polyesterene and iron, iron conducts heat about 1000 times better than polyestyrene.In general, the plastic would be a better insulator.

Butyl rubber with aluminum foil is a plastic which insulates very well and can be cut into any shape to fit into various places. The thickness can be adjusted for difference requests and can resist acid, alkali and high temperature.
The coated steel is fine. Real aluminum would be lighter with the advantages that brings. (slightly better ride and possibly slightly better fuel economy, maybe 1 or 2 %)

Styrofoam insulates better than a single layer of plastic. If, however, you have one of those plastic cups that have an outer and an inner "wall" with a sealed air space in between, that should work better than the Styrofoam.
