Yes, it can be and there is no problem at all Because most of the electrical appliances are made to work on 220v - 240v so it can also be plugged into a 240v outlet.
I think it depends on country to country. In India, it is 220V-230V
Anything of such voltage will be burnt if plugged in a 230v socket outlet because the voltage is too high.
no way because frequency cannot change
You can but it would be wise not to. Most 60hz appliances will not work at 50 Hz. <<>> Yes, no problem at all. The frequency does not enter into the equation because the hot plate is a strictly resistive load.

Actually, electrical current in Poland is 230V.
No! Normally not, the recistance in the windings is to hig on 60Hz and the pump motor has not power enough to work propelly. This happened to myself when I connected my Whirpool AWE 7519 to 230V 60Hz. Europian model for 50Hz.
Assuming that this question is about adapters for traveling to another country (not USA) then 230V is the equivalent of 220V. Just purchase a suitable adapter.

It's the same thing. To make it even more confusing... your power source is 220v.

yes the nominal voltage in the UK is 230v but can fluctuate between 220v and 250v so yes
More than likely yes it will work just fine.
Europe uses 230V used to be 240 but was changed a few years back. In France, voltage is 220V and frequency is 50 hertz
