Most of the range is not something anyone can develop, there are voice types that naturally have the ability to train their voice to sing high and low with good stability. For example leggiero tenor naturally has an almost baritone vocal timbre that can easily sing down to G2 and able to sustain G5. There is also voice type similar to leggiero but often called counter tenor or baritone because they sound just like a baritone but have the ability to mix with very high and strong head voice much like Chris Cornell.
