The best way to find the neutral wire on any lamp is to ring the wire out. Before there were polarized plugs and receptacles a lamp could be plugged in either way. Back to your goose neck lamp, you will need a meter that reads resistance and use it as a continuity meter. Now when ever and where ever the lamp is plugged into a voltage source the polarity will be correct and the lamp will be much safer to use.

This problem arose when the lamps came with aluminum screw bases and the lamp-holder manufactures decided to use aluminum on their screw shells instead of the old brass ones. Aluminium screwing into aluminum creates a condition called spalling and the two surfaces tend to weld together. By applying a very light coating of lithium grease to the lamp when installing the bulb will help when removing the bulb when its life is finished.
