Google Chrome generally uses high amount of CPU. It is generally due to the various processes it keeps running.
You cannot fix your CPU not supporting SSE4.1, short of buying a new CPU. PCSX2 does not require SSE4.1 to run, though.
Fedora may have detected the sensors on your motherboard, and found that your CPU temperature is too high. Double-check your CPU temperature in your BIOS.

The principal disadvantge of too much multiprogramming is the overhead of excesssive context-switching. If the context-switch rate is too high, the overhead can actually overwhelm the benefit of multiprogramming.

If the fan is spinning then the problematic parts are either the CPU or Motherboard. One way to test is to put the CPU on a good motherboard, and put a good CPU on the trouble PC's motherboard. This will eliminate the part you need to fix your PC. Then replace the broken part with a new one.
Your CPU's clock sped can be adjusted from the BIOS, but it is not recommended to do so because it can cause permanent damage to the CPU, RAM or the motherboard due to various reasons like overheating, unsupported clock speed etc.
