In the US I believe they're currently only redeemable if purchased in HI, ME, or CA (CRV), check the label. Non-carbonated beverages weren't popular when container deposit laws (bottle bills) were passed, most in the 70's and 80's, and therefore aren't included in most laws today. This is gradually being updated. Refillable bottles are even better, but deposit programs on single use containers are also good because they greatly increase recycling and reduce litter in the states and countries that have these programs.

I'm not sure what the CRV is, but CA, HI and ME are the states: California, Hawaii and Maine, where there is a 5 cent deposit required on the bottle. You can get the 5 cents back by taking the bottle to a recycling center in one of those states. I'm not sure if you still can, but you used to be able to get a refund or credit at a place where the drink is sold, in those states. CRV is California Redemption Value

This 100% depends on where you are. Where I am plastic bottles have a refundible deposit, so yes. Many places do not.
