I would use face paint that you find from Michaels. They also have tutorials online and stencils and ideas you can use.
If it's paint and not ink from a printing error at the Treasury, it's only worth face value. If the "paint" is actually US Treasury ink, you should have it looked at by a dealer. Many but not all printing errors can bring a premium. Note that so many 1976 $2 bills were printed that any ordinary ones you might find are only worth face value. A nice uncirculated one might sell for $4 or $5 however.

Dunno about paint.. but you can use 'Indian ink' and a normal sewing needle. I dunno how many people woke-up with tattoo's after passing out drunk where I live. Local politicions tried banning Indian ink in our town because so many people were waking up with face tattoo's... but I just buy it now on Ebay..
