The Marshall Plan was, indeed a loan. No, the Marshall plan was not a loan. It was aid. There were loans made but they were not part of the Marshall Plan itself.

The Dawes Plan was proposed by the Triple Entente after WWI to collect reparations from Germany. The committee was headed by Charles Dawes. The attempt was unsuccessful and replaced later by the Young Plan.
Lend-lease started with Britain and then spread to other countries during WWII. After the war the Marshall plan to rebuild Europe was started to provide seed money to local business to keep them going.i
