Engaging the ECT on a 4Runner causes the automatic transmission to shift at a higher rpm, giving a sportier or more rugged quality to the shift pattern. This is discussed in the owner's manual, something which can be ordered for most years at any time. Its meaning is Electronically Controlled Transmission. When engaged it sends a signal to the onboard computer to control the shifting. It will take into account all the engine data and then shift the drive as it feels necessary for best performance. Sometimes it will shift at a lower rmp if the load it is pulling deems it necessary. Setting it so you see the light will actually turn off the ECT. The warning light indicates the ECT is off. You should run the car with the lamp off under most circumstances.

When the Ect on a 97 4runner is powered to on does it mean that the transmission will shift quicker or take longer to shift?

ECT is for towing, you activate ECT so your transmission doesn't shift into a higher gear until it reaches a higher minimum rpm. This will create less load on the entire drive train as a whole.

What is the ECT power green light in a Toyota 4Runner?

There is a button on the console that you press to adjust shift points on the transmission when towing. It is called the Electronically Controlled Transmission. It accomplishes exactly what the first answer says and you, under normal circumstances, will normally always leave it engaged. That's the light off. Then the vehicle's computer will take control and change gears as it needs too.
