Enchant is not a skill. It is a spell from the normal spell book. There are 3 Enchant spells and they are as follows:
Level 7: Lvl-1 Enchant (1 Water and 1 Cosmic Rune) - For use on sapphire jewllery
Level 27: Lvl-2 Enchant (3 Air and 1 Cosmic Rune) - For use on emerald jewllery
Level 49: Lvl-3 Enchant (5 Fire and 1 Cosmic Rune) - For use on ruby jewllery
Level 57: Lvl-4 Enchant (10 Earth and 1 Cosmic Rune) - For use on diamond jewllery
Level 68: Lvl-5 Enchant (15 Water, 15 Earth, and 1 Cosmic Rune) - For use on dragonstone jewllery
Level 87: Lvl-6 Enchant (20 Earth, 20 Fire, and 1 Cosmic Rune) - For use on onyx jewllery

cooking is the easiest or try wood cutting its a non member skill and the skill cape guy is very easy to find
Woodcutting makes a great skill for non members, since it earns a bit of gp.
the last skill that was added was summoning,and as usual it is member only as most likely will all other new skills but.. runescape may decide to make some member things(like skill capes) non-members
